Former Prime Minister John Turner will lead Canada's observation mission for the runoff elections in Ukraine Dec. 26. In making the announcement Dec. 16, Prime Minister Paul Martin said Turner's "deep commitment to the democratic process and his knowledge of the political process will lend important expertise to our country's largest-ever contingent of independent electoral observers."

Minister of State Joe Comuzzi says he may break ranks as a cabinet minister and vote against the government's proposed legislation to legalize  same-sex marriage. Comuzzi said voting for same-sex marriages would violate an election promise he made to his constituents, The Canadian Press reported.

Human Resources Minister Joe Volpe is one of several cabinet ministers who backed traditional marriage but who now say they will cast their vote in favor of same-sex marriage when the government's legislation comes before the House of Commons. Prime Minister Paul Martin has ordered his cabinet ministers to vote for the bill although other Liberal MPs may vote according to conscience.

Secretary of State Joe McGuire will vote for the government's legislation to legalize same-sex marriage. He had previously supported the traditional definition of marriage as the union of a man and woman only.

Prime Minister Paul Martin has ordered cabinet ministers to vote on the government's same-sex legislation, which has yet to be tabled. But Efford says he opposes making same-sex marriage legal, based on religious grounds. He said his credibility "is at stake," CBC St. John's reported Dec. 14.
