Senator Anne Cools, seen in
this file photo holding a Bible, said she once saw a female senator, "in a rage,
reach out and hit a child." Cools told the Senate she is not an advocate of
corporal punishment but fears millions of parents could face criminal prosecution for
spanking their child under Bill S-21, given second reading -- approval in principle -- in
the Senate March 10. The bill, opposed by several pro-family organizations, has been
referred to the Standing Committee on Legal and Constitutional Affairs for study.
